Cancels stuck EVM / Polygon transactions by replacing them with a same-nonce transaction.

Problem
A transaction sent with too low a fee can sit pending, and every later transaction from that wallet queues behind it.
What I built
- Replaces the stuck transaction with a new one that reuses its nonce (with a higher fee, which nodes require to accept a replacement).
- Works on EVM chains including Polygon.
